Broward Culpepper, the architect of Florida's expanded university system, died Friday at the age of 83.
     During his tenure, university campuses were added in Tampa, Boca Raton, Pensacola and Orlando, despite the opposition of the University of Florida, Florida State and Florida A&M.
     His career spanned 44 years, 34 of them in Florida. He was director of institutional research at Florida State College for Women and dean of students when FSCW became Florida State University. He also helped found the Seminole football team.
     Mr. Culpepper was responsible for strengthening the top executive position for Florida's higher-education system.
     From 1954 to 1965, he was executive director of the Florida Board of Control, the forerunner of the Florida Board of Regents. In 1965, he was named the university system's first chancellor and held that position for three years.
     "Broward made it possible for me to be chancellor as opposed to holding the title," said Robert B. Mautz, who succeeded him as chancellor.
     Born in Perry, Fla., he earned his bachelor's degree from the University of Florida, a master's from Ohio State University and a doctorate from Columbia University.
     After leaving Florida's university system in 1968, he went to Texas to become vice president of Texas Woman's University in Denton.
     Survivors include his wife, Betty Dunn Culpepper, two sons and four grandchildren.
     The family asks that memorial contributions be sent to the Baptist Children's Home, 8415 Buck Lake Road, Tallahassee 32301, or to a favorite charity.⁸

     With respect to property already delivered into the possession of either of my children, which they or either of them have been in quiet possession of or have already appropriated in their own use, my will is that such property shall be considered as theirs severally as delivered, as fully as if a deed of gift had accompanied such delivery.
     I give and devise unto my son, Daniel Culpepper, the sum of two dollars to be paid him by my executor.
     I give unto my son, William Culpepper, two hundred acres of land in Warren County on the waters of Carsons Creek, being the land whereon he now lives with the appurtenances.
     I give to my son-in-law, Richard B. Fletcher, the sum of two dollars to be paid him by my executor.
     Lastly, I give unto my daughter Argin Parham the rest of all my property not heretofore devised, also my chance in the Lottery of 1806 to her and her heirs forever.

While William Culpepper's ancestry was long a mystery, Y-DNA testing of over 20 descendants of William, James and Sampson Culpepper has revealed that they all share a unique combination of Y-DNA markers (DYS-442=13, CDYb=37, DYS-464d=16, DYS-561=15, DYS-712=23) that is not found in any of the other Culpepper descendant lines. Thus, through a combination of traditional genealogical research and Y-DNA testing, we conclude that William, James and Sampson are all sons of Robert Culpepper, Jr.

Further, the descendants of William all exhibit an additional unique marker (DYS-481<25) that distinguish the descendants of William from those of his brothers.

On 25 March 1749, William was granted 300 acres in Edgecombe County on the south side of Beaver Dam Swamp, joining the said swamp and a red oak marked with three chops. Witnesses were John Rice, and John Astie. The land was surveyed 5 February 1748/9, and the "sworn chain carriers" were William Wilder and DANIEL CULPEPPER. James Conner was the surveyor. (NC Patent Book 11, p. 151, as transcribed by Margaret M. Hofmann, Granville Grants, Vol. I, p. 68)

The Daniel Culpepper just mentioned is a mystery, as there is no reason to believe that William's son Daniel was born before 1750. The most logical assumption seems to be that this was Daniel was the son of Robert Culpepper, Jr., of Norfolk County, VA, who is known to have been a teenager by 1750, based on Norfolk Co. VA tithable records, and so was about the right age to have been a chain carrier for a survey. Perhaps he was visiting his older brother in NC for the summer.

So this lends some credence to the suggestion that grantee William Culpepper might have been Daniel's older brother, and that both of them might have been the sons of Robert Culpepper, Jr., of Norfolk County, VA. If true, William later named a son Daniel, for his younger brother, Daniel.

In October of 1755, William bought 100 acres on the north side of Rocky River from Walter Gibson, who lived on the adjacent tract of land. John Culpepper, son of Joseph, was a witness (Anson Co. Deed Bk. C1, p. 212).

A few years later, in September 1760, Walter Gibson gave another 100 acres in the same general area to Joseph Culpepper Jr., son of Joseph. John and William Culpepper were witnesses (Anson Deed Bk 5, p. 339).

William Culpepper appears on a 1763 Tax List for Anson County, he and Robert Culpepper were listed together. In November 1764, William was a buyer at the estate of Robert Culpepper, along with Henry Stokes, Elijah Clark, and Thomas Presler.

In October 1769, William and his son Daniel signed a "Petition for Redress" (NC Colonial Records, Vol. 8, p.78, 80). Anson County Court Minutes for 1771 show a deed from John McClevael to John Spencer, proven by William Culpepper. William was also a Grand Juror that year (Abstracts of Early Records of Anson County, NC, by May W. McBee).

In July 1774, William was granted 50 acres in Anson on the north side of Rocky River, joining Shadrack Hogan and his own line. (NC Patent Bk. 26, p. 159, from Margaret Hofmann, Colony of NC Patents, Vol. 2, p. 666)

In November 1774, William bought 64 acres on the north side of Rocky River from John Spencer. His son Daniel Culpepper was a witness (Anson Deed Bk K, p. 310).

In March 1775 he obtained a grant of 100 acres on the north side of Rocky River, joining his own line. (Patent Bk. 25, p. 269, as found in Margaret Hofmann, Colony of NC Patents, Vol 2, p. 606)

In Apr 1775, William was named a co-executor of his brother Daniel's will in Norfolk County, along with Daniel's wife Mary. Whether William actually returned to Norfolk to help with his brothers affairs is not know. Only one William Culpepper appears in Norfolk tithable records during this time, and this was William, son of Thomas.

In 1779, Montgomery County was formed from Anson County, and all of William's land fell into the new county. Due to a courthouse fire in Montgomery County in 1835, few early records there have survived. In 1841, this area became present day Stanley County.

William stayed in Anson County during the Revolutionary War, and was paid three claims for services rendered during the War (see Stub Indents for Anson, Montgomery, and Richmond Counties in the NC State Archives).

He was there in 1783 when he signed a petition as a citizen of Anson County (Roster of SC Patriots in the American Revolution, by Bobby Gilmer Ross).

William moved to Georgia after the Revolutionary War. He was there at least by 22 Dec 1787, when in the earliest extant records of the Church of Christ at William's Creek, William and wife Sarah appear as members. This church is in Warren County, about 12 miles north of persent day Warrenton. Their son Daniel was in Wilkes County, GA by this time.

William obtained a 200 acre land grant in August 1793 "in Richmond (now Columbia) County," but when Warren County was formed in December 1793, the land fell in Warren County, GA (Register of Grants, Book A.A.A.A., p. 167).

In a listing of the members of the Church at Williams Creek, dated 21 Sep 1798, William and Sarah Culpepper both appear with the notation of "dead" beside their names. However, that notation appears to be an entry made at a later date.

The 1805 Tax Digest of Warren County shows William living on a grant of 200 acres on Carson Creek, presumably the 1793 land grant. At the time he had two slaves.

William's will was dated August 1806 and probated in March 1808. He left the 200 acres on Carson's Creek where he lived to his son William, Jr. He left $2 to his son Daniel, and $2 to his son-in-law Richard B. Fletcher. The remainder of his estate went to his daughter Argin Parham. He mentioned previous gifts to unnamed children. Daniel Culpepper was executor and William Culpepper, Dickerson Culpepper, and Isaiah Tucker were witnesses (Warren Co. Deed Bk. C, p. 103).

To his sons Joseph and William he gave $280.00 each. The executors were his sons Benjamin and Mariner. Witnesses were William Porter, John Benton, and Daniel Dennis.²⁵

Argent's father left her Land Lot 72 in the 11th District of Baldwin County, Georgia.

Argent and family moved to Coweta to land that they drew in the 1827 Georgia Land Lottery. They lived in Coweta County for several years. Argintine moved to Coosa County, Alabama with her daughter, Sarah Hill. Other family members followed.

The grave of Argintine Culpepper Newman is in the Mt Olive Baptist Church Cemetery in Coosa County, Alabama.⁵

From Thomas Kimbrough "Kim" Keller:

I have a copy of the Records of the Church at Williams Creek, in Warren County, GA., where it states that Walter and Argin were given letters of dismissal as noted in the record of February 18, 1815.

In the records of Long Creek Baptist church…Newmans, Culpeppers are noted…with Argin listed as a female member…the list valid through December 1815.

Also have a few pages later that Argin was received in the church…in the 19^th June 1819 church conference, having presented a letter transferring from Bethlehem church in Washington County, GA.

I know of no real death date of Walter…perhaps conclude that he probably died in Washington County given that Argin transferred her membership from Bethlehem church in Washington County.

The records of Washington County were destroyed…with nothing of that era in existence….such as possible probate records.

I am trying to get into the Sons of the American Revolution using Samuel Newman, Jr., Walter’s father, as my patriot. Am unable to prove that my Larkin Newman is the son of Walter Newman and Argentine Culpepper.

In the 1850 Census of Coosa County, Alabama…Argent is in the family of Sarah Newman Hill, her daughter (Larkin’s sister), and husband Mountain Hill…but the problem is that Argin is shown as a male, farmer, age 72. That fits the age for Argent, the mother of Sarah and Larkin…I believe the census records have been mis-interpreted either by a copier of the original transcription, or the census taker….anyway…

…my line is from Larkin Newman, to his son William I. Newman, to my maternal grandmother, Bertie Newman….all of Coosa County, AL.

Bertie Newman married James Robert Kimbrough.⁷

Research note*

Robert Culpepper apparently died before 1830 as his wife Jane appears as family head in the 1830 census, and his orphans were winners in the 1832 Georgia Gold Lottery. Since the 1840 and 1850 censuses show children in Jane's household who were born after 1830 (Mary Ann, Julia Ann, and David P.), it is not clear who their parents are. It is possible that Jane was the mother and the father was someone to whom she was not married. Or, these may be orphan children from another Culpepper family. Since the 1850 census does not state relationships, other records are needed to solve this mystery.

Biography*

Little is known about Dickinson Culpepper. In February 1809 he bought 100 acres on Hearts Creek from his brother Robert, with his father Daniel Culpepper and his brother William Culpepper as witnesses (Warren Co GA Deed Bk D-28).

No will or estate records for him have been found as yet, so the names of his children are based on circumstantial evidence and on the process of elimination. Perhaps his wife, who outlived him by a number of years, left an estate in Warren County. Since Dickinson's first name is also a last name, perhaps his mother or one of his grandmothers was a Dickinson by birth. None of his known sons or grandsons were named Dickinson, so the name apparently was not carried forward in the Culpepper family. No other Dickinson Culpepper has been found in census records from 1820 forward.

Biography*

William served in the 12th Regiment of Georgia Militia during the War of 1812. He died in Warren County, GA in 1827. On November 5, 1827, Miles Pate applied for letters of administration on the estate of William Culpepper, late of said (Warren) County, deceased (Genealogical Abstracts from the GA Journal Newspaper, 1809-1840, Fred R. Hartz). And from the same source, we find in February 1828, "Richard Heeth, Sr. applies for letters of administration on the estate of William Culpepper, late of said county, deceased," and later "In Warren County, at the late residence of William Culpepper, deceased, will be sold on the 29th of March next, all the personal property of said deceased. (Signed) Richard Heeth, Sr. Administrator."

William's children are known from an 1832 Guardian's Bond in Warren County. It is found in the Court of Ordinary Minutes, Book 1817 - 1833, Page 165. David Mims was appointed guardian of the orphans of William Culpepper, who were Amanda, Daniel, Manuel, and William. Witness was Thomas Gibson, and bondsmen were Solomon Wilder and Ishmael Broom. It was both dated and recorded on 4 December 1832 in Warren County, GA.

Died... At his residence in Monroe County, on the 14th inst., Mariner Culpepper, Esq., in the forty sixth year of his age. In the death of Mr. Culpepper, the county and state has lost one of its most worthy citizens, and his family sustained an irreparable loss. The deceased was much esteemed by his neighbors and acquaintenances generally; and having provided beautifully for his family, was ever ready to help the needy. He was a lover of the Gospel, and liberal in its support. Although the deceased had not united in public profession with any church, his sentiments were with the regular Baptists, and had for several years professed to have a hope in the Lord. This hope continued firm and bright to the last. When asked by a firend in regard to this hope, he replied, "it is in Christ," and then fell asleep in Jesus.¹⁸
