Hubard worked for the City of Norfolk for a period of time but at the beginning of World War II he managed a photo/blue printing company in downtown Norfolk (Acme Photo Co.) and later he bought the company with his Brother-in-law, William U. McTague, and operated this company until his death. Hubard had a distinctive eye condition which is hereditary and causes the eyelid to droop. |

Funeral services will be held 1:00 p.m. EST Wednesday at First Baptist Church in Cusseta with Rev. Mark Hudson and Rev. Wallace J. Ratliff officiating according to Vance-Brooks Funeral Home in Columbus. A private interment will follow at Parkhill Cemetery. The family will receive friends this evening (Tuesday) from 6:00 to 8:00 p.m. EST at the funeral home. Mrs. Culpepper was born June 23, 1939 in Columbus, Georgia and was the daughter of the late Frank Phillips and Myrtle Williams Phillips. She was a loving wife, mother, and grandmother who enjoyed fishing and working in her flower garden. Mrs. Culpepper was a member of First Baptist Church of Cusseta and previously served as Tax Commissioner of Chattahoochee County. Besides her parents, she is preceded in death by one brother, Raymond Phillips, and three sisters, Betty Jean Phillips, Lillian Fryer, and Margaret Ratliff. She is survived by her loving husband of 51 years, Arthur W. Culpepper of Cusseta, GA; three sons, Mike W. Culpepper and Jeanie of Cusseta, GA, Robert 'Ken' Culpepper and Stephanie of Smiths Station, AL, and Eric Culpepper and Karen of Cusseta, GA; two sisters, Christine Lisle of Fortson, GA, and Elaine Mann and husband Bill of Cataula, GA; five grandchildren, Robert K. Culpepper Jr., Amy Culpepper, Anthony Culpepper, Ben Culpepper, and Taylor Culpepper; many nieces, nephews, extended loving family, church family, and friends. In lieu of flowers, contributions are requested to First Baptist Church of Cusseta, P.O. Box 369, Cusseta, GA 31805, in honor of Mrs. Gloria June Culpepper.1 |
