Obituary*21 Mar 1999 William Whitehurst "Billy" Culpepper, 91, of the 3000 block of Old Mill Road, died Friday, 19 Mar 1999, in a local hospital. Mr. Culpepper was born in Norfolk County and was a lifelong resident of Deep Creek. He was the son of the late William Thomas and Sophia Cherry Culpepper. Mr. Culpepper was retired from the Norfolk Naval Air Station and was a member of Deep Creek Baptist Church. Survivors include his brother, Carter Culpepper and his wife, Jo, of Chesapeake; his sister-in-law, Doris Poe of Chesapeake; two nephews, Bill Barlow of Chesapeake and Donald Culpepper of Jacksonville, Fla; two nieces, Sandra DeVaun of Richmond and Susan Jenkins of Chesapeake; and 12 great-nieces and -nephews. The family will receive friends from 7 to 8:30 p.m. today at Oman Funeral Home, Great Bridge, and other times at the residence. A graveside service will be held at 2 p.m. Monday at the Culpepper Family Cemetery in Chesapeake by the Rev. Ernest Myers. Memorial donations may be made to the Union Gospel Mission, 3000 N. Landing Road, Virginia Beach, Va. 23456.10

Born in Jacksonville, North Carolina, she was the daughter of the late Timothy Wilson Whitehurst and Gertrude Whitney Whitehurst. She was predeceased by her husbands, Walter Phillips (Phil) Culpepper and Edgar Allen Poe; and her siblings, Louise Stafford, Mary Cooke Buckwalter, Elizabeth White, Katherine Tyndall, William Whitehurst, and Margaret Whitehurst.

She was an active member of Deep Creek Baptist Church, teaching Sunday School, participating in missionary groups, and singing with the Joyful Sound choir. She further served her community by participating in Meals on Wheels, Delta Sigma Lambda, and the Chesapeake Retired Teachers Association.

After the death of her first husband, Phil Culpepper, and with two young children, she enrolled in the College of William and Mary and earned both her bachelor's and master's degrees in education with honors. She taught third and fourth grades at Deep Creek Elementary School and retired after a successful career. She loved to travel, visiting Israel, Canada, Hawaii and the World's Fair. Her favorite trips were to the beach, where she enjoyed swimming in the ocean and jumping waves. She passed on her love of the beach to her children and grandchildren, who spent many summer vacations in the Outer Banks of North Carolina with her.

Left to cherish her memory are her son, Donald Wilson Culpepper and his wife, Judy, of Jacksonville, Florida; her daughter, Sandra Culpepper DeVaun of Richmond, Virginia; three grandsons, Phillip and Paul Culpepper and Robert DeVaun; two granddaughters, Sheryl DeVaun Manspile and Angela DeVaun; six great-grandchildren; and three stepchildren, Allen Poe, Janet Marie Hack and the late Daniel Poe, who predeceased her. In addition, there are countless family members and friends, especially her former son-in-law, Joseph DeVaun, who loved her and visited her often. All have meant a great deal to her throughout the years, and she enjoyed their support and prayers, especially during the last few years of her life.

A graveside service will be conducted at 1:00 p.m., Wednesday, January 6, 2021 at the Culpepper Family Cemetery on Old Mill Road. Masks and social distancing will be observed. A Celebration of Life event is planned for later this year. Memorial contributions may be made to The College of William and Mary or to Meals on Wheels.

     He was predeceased by his daughter, Sherrill Ann Culpepper, brothers; Walter Phillips Culpepper and William Whitehurst Culpepper; sisters, Bessie Culpepper Barlow and Eleanor Culpepper; and a special nephew, William Culpepper Barlow.
     He was a graduate of Deep Creek High School (1941) and the Naval Shipyard Apprentice School. A WWII Veteran, serving in the Philippine Islands, Mr. Culpepper returned home to work as a Woodcrafter in the Norfolk Naval Shipyard until retirement in 1979. He is survived by his beloved wife of 55 years, Jo Story Culpepper; a daughter and "son" Susan and Daniel Jenkins and two much loved grandchildren, Katelyn Umphlett (Trey) and Carter Jenkins.He was a greatly loved husband, Daddy, Papa and friend and he will be dearly missed by many.
     A long time member of Deep Creek Baptist Church, where he had served as Deacon and Sunday School Teacher, Mr. Culpepper's greatest desire was to serve and please his Lord, Jesus Christ. His family is comforted in knowing they will see him again one day in heaven.
     A graveside service will be held at 11 a.m. on Monday, August 26, at the Culpepper Family Cemetery on Old Mill Road in Deep Creek. A visitation will be Sunday, August 25, from 5 to 7 p.m. at the Great Bridge Chapel of Oman Funeral Home, 653 Cedar Rd. Chesapeake, 23322. Mrs. Culpepper was born in Keysville, Virginia on May 12, 1926 to the late Argus Winfield and Blanche Sherrill Story. Besides her parents, she was predeceased by her husband, Carter G. Culpepper, a daughter, Sherrill Ann Culpepper, three brothers: Argus Story, Jr., John Story, and Ned Story, and a sister, Jean Lamb.

A graduate of Oak Hill High School in Lenoir, NC, Mrs. Culpepper relocated to the Hampton Roads area during World War II. It was here that she met and married her husband. A member of Deep Creek Baptist Church for nearly 60 years, Mrs. Culpepper loved Jesus and wanted to serve Him. She truly had a love for other people and showed Christ's love to all that she met. She will be missed by all who knew her.

Mrs. Culpepper is survived by her daughter, Susan Jenkins and "son", Danny Jenkins, much loved grandchildren: Katelyn and Trey Umphlett and Carter and Bailey Jenkins, her four beautiful great-granddaughters: Anna, Ellie, Maggie and Sophie, two special friends Dottie Lou Farleigh and Dahlia Smith, several nieces and nephews and many wonderful friends.

A graveside service will be held at Culpepper Family cemetery on Old Mill Road, Chesapeake on Tuesday, May 19, 2020 at 1 PM. Social Distancing will be observed.

Memorial donations may be made in Mrs. Culpepper's name to Deep Creek Baptist Church or the Children's Hospital of the King's Daughters.3
