History
In the Piedmont Region of Georgia,
Stephens County was formed in 1905 from
Franklin and Habersham
Counties. Its county seat,
Toccoa, is on
US-123 about 100 miles northeast of Atlanta. Stephens is bordered by the
Georgia counties of
Habersham,
Banks and
Franklin,
and by the South Carolina counties of Pendleton
(extinct) and Oconee.
