Harlan County
History
In the Eastern
Coalfields Region of southeastern Kentucky,
Harlan County was formed in 1819 from Knox County. Its county seat,
Harlan, is on
US-421, about 140 miles southeast of Lexington. Harlan is bordered by the Kentucky counties of
Bell, Leslie, Perry and Letcher, as well as by the
Virginia counties of Lee and Wise.

Census Records
The only Harlan Co., KY Culpeppers to
appear in any Harlan County census prior to 1930 were three African-American siblings in the 1920 census:
James T. Culpepper, (b c 1906),
Nina B. Culpepper, (b c 1909), and
Rudolph H. Culpepper, (b c 1912) (none
yet transcribed). African-American
Culpeppers were
also found in adjacent Bell County in
1910.
