    After graduating from Texas A&M University in 1989, Kenda Culpepper attended Southern Methodist University School of Law. While there, she concentrated on preparing for a trial practice. She was President of Trial Advocacy and chaired the Mock Trial Competition. In her third year, the law school faculty honored her as the top student in Trial Advocacy. She also competed as a member of the Jessup International Moot Court Team where she won 8th place in a five state area for Individual Speaker.
         After graduating from SMU Law School in 1992, Ms. Culpepper joined the Dallas County District Attorney's Office where she was a prosecutor in both the misdemeanor and felony trial sections from 1992 to 1995. While there, she handled cases ranging from misdemeanor theft and DWI cases to felony drug cases, Aggravated Robbery and Murder. High profile cases included Attempted Capital Murder, Mexican Mafia Murders, Gangland Murders, John Wiley Price, car jackings, etc. She received extensive trial experience in those years as she was in the courtroom almost every day of that tenure. For a stretch of time, she was known to have the highest conviction record of her colleagues.
         In December of 1995, Ms. Culpepper left the District Attorney's Office to go into private practice. While there, she practiced almost exclusively criminal law and became Board Certified in Criminal Law by the Texas Board of Legal Specialization in 1999. (About 1% of the lawyers in Texas are board certified in this area.) In 2002, she became a partner at the prestigious Dallas firm of Milner and Finn. In 2004, she and former judge Jim Pruitt created the law firm of Culpepper & Pruitt and maintained offices in both Dallas and Rockwall, Texas.
         Although, during that time, she practiced primarily in the Metroplex area (Dallas, Rockwall, Collin, Denton and Tarrant Counties), Ms. Culpepper has handled cases in locations including Houston, Lubbock, San Antonio, Waco, Austin and South Texas. She is licensed to practice in the State of Texas and the United States District Court, Northern District of Texas.
         In November, 2008, Ms. Culpepper was honored to be elected as the Rockwall County Criminal District Attorney. She supervises twenty-three employees, and her office handles almost all of the criminal prosecutions in the County of Rockwall and is comprised of the following divisions: felony and misdemeanor trial divisions, juvenile/CPS/mental health commitments, civil, criminal appeals, and PR/bond forfeitures.
         Ms. Culpepper is the past chair of the Dallas Bar Association's Criminal Justice Section and Criminal Law Section both of whose memberships include prosecutors, judges and defense lawyers. She was elected to the Board of Directors for the Texas Criminal Defense Lawyers Association and the Dallas Criminal Defense Lawyers Association where her focus was on training lawyers. She was also named Co-Vice Chair of the Criminal Defense Lawyers Project which is funded by the Court of Criminal Appeals, the highest criminal court in Texas. This organization was founded to train lawyers across the state and given a budget in excess of a million dollars. She is a former Criminal Co-Breakout Leader for the Dallas County Bench Bar, and she has been appointed by the State Bar President to state-wide committees dedicated to the betterment of the Criminal Justice system, including her current appointment to the State Bar Committee on Professionalism. Ms. Culpepper is also honored to be a member of the William "Mac" Taylor American Inn of Court whose membership is restricted to law professors, judges, and lawyers who have distinguished themselves not only with their legal skills but with their high legal ethics and dedication to civility as well.
         While in private practice, Ms. Culpepper was a faculty member of the state-wide "Texas Trial College". This faculty is comprised of many of the top ranked trial lawyers from across the state. Ms. Culpepper was also on the faculty of the "WEST" (Weapons Education Safety Training) program from 1996 to 2008. This class teaches weapons law and law regarding self defense and protection of property to groups including attorneys and law enforcement officers, and she is considered an expert on these subjects by many of her colleagues. She has been a guest speaker for many associations on various legal topics and has chaired numerous Continuing Legal Education (CLE) events, including the Dallas Bar Association's Trial Skills Seminar and Federal Trial Skills Seminar. In the last year alone, she has been named to the planning committees of the Elected Prosecutor Conference and the State Bar's Advanced Criminal Law Seminar.
         Ms. Culpepper has additionally served on the Board of Directors of the Dallas Women Lawyers Association and the Dallas Association of Young Lawyers (2002 Distinguished Service Award). She is currently serving on the Legislative Coordinating Board of the North Texas Crime Commission and is a member of the State Bar College, Texas District and County Attorneys Association, the Rockwall Bar Association, and a Life Founding Fellow and former Trustee of the DAYL Foundation, a charitable organization.
         In 2001, Ms. Culpepper was selected to be a member of the Dallas Association of Young Lawyers Leadership Class where she was one of the founders of The Freedom Run. After the September 11th tragedy, members of this class founded The Freedom Run to benefit the American Red Cross and bring together the citizens of Dallas to show their support for the nation. The Freedom Run became the largest first year 5K running event in the history of Dallas and continues in its 11th year, benefiting the Dallas Police Department's Assist an Officer Foundation which aids police officers who are injured or killed in the line of duty. Ms. Culpepper was a co-chair of that event for several years.
         Ms. Culpepper has enjoyed being actively involved in Republican politics since college. In 2004, she founded the Rockwall County Young Republicans (comprised of men and women between the ages of 18 and 40) and was the President of that organization until 2006. At the state level, the Rockwall County YR's won "Best New Club of the Year" in 2005 and won "Best Club of the Year" in 2006 and 2007. Ms Culpepper went on to be elected Secretary of the Texas Young Republican Federation in 2005, and, in 2006, she was honored to be elected as the State Chair of the Texas Young Republican Federation. She is proud of her part in leading the federation to the coveted title of "Outstanding State Federation" at the national level in 2007.
         Ms. Culpepper was Legal Counsel of the Rockwall County GOP Executive Committee from 2004-2006 and has served on the Executive Board of the Rockwall County Republican Women's Club as Legal Counsel and VP of Campaign Activities. She was chosen as the chair of the Rules Committee of the Rockwall County Republican Convention in 2006 and 2008 and Parliamentarian in 2010. She has been selected as a delegate to the Republican Party of Texas State Convention since 2004, and she was honored to be named the 4th Congressional District Caucus Parliamentarian in 2004 and Senate District 2 Caucus Secretary in 2010. Ms. Culpepper was nominated to the prestigious Maverick PAC organization by George P. Bush, and, notably, the Rockwall County GOP awarded her the Rockwall County Sparks Award for service to the party in 2008. She additionally enjoys membership in the Rockwall County Republican Men's Club and the Rockwall County Republican Lunch Bunch.
         Ms. Culpepper is likewise involved in community activities. She has been on the Board of Directors of the Rockwall MusicFest and is honored to mentor a second grader at Dobbs Elementary.      He was born in Hopkins County, on Aug. 17, 1923, moved to Plainview at an early age and graduated from Plainview High School in 1941. He attended Wayland Baptist College and graduated from the Army Air Force Pilot School in Frederick, Okla., in 1944. He flew 35 combat missions as a pilot/commander of B-24 bombers based in Italy and was awarded the Distinguished Flying Cross among other decorations. During the Korean War, he served as an intelligence specialist in Europe, which led to a permanent position with the CIA. He later was appointed to a senior position in the Department of Housing and Urban Development, where he remained until his retirement in 1975.
     Survivors include his wife, Lorina Culpepper of Hendersonville, N.C; twin sons, David Culpepper of Fredricksburg, Va., and Barry Culpepper of Alexandria, Va; a brother Joe Culpepper, of Plainview; a sister Josie Daniel of Cleburne; and two grandsons, Charles Culpepper and David Culpepper.1

Biography* Obituary:
Joe R. Culpepper Funeral services for Joe R. Culpepper, 78, will be at 10 a.m. Thursday in Seth Ward Baptist Church with the Rev. Jim Ritter, pastor, officiating. Private burial will be held later in Plainview Memorial Park. Arrangements are by Bartley Funeral Home. Mr. Culpepper died Monday, Aug. 2, 2004, at his residence. He was born July 30, 1926, in Hopkins County. He served with the U.S. Navy from 1944-1946. He owned and operated Joe's Plumbing for 30 years and was a member of Seth Ward Baptist Church. On Oct. 4, 1955, he married Audine Jarrett. Survivors include his wife; one son, Robert Culpepper of New York, N.Y; a daughter and son-in-law, Sammy and Bettye Voyles of Plainview; a twin sister and brother-in-law, Merle and Josie Daniel of Cleburne; two grandchildren, Beth Voyles of Irving and Sam Voyles of Plainview; and his loving caregivers. Two sons and one brother are deceased. The family suggests memorials to Seth Ward Baptist Church.1
